    The Government is giving the Contractor General increased powers as it seeks to revise the Government Procurement Procedures Handbook which governs the contracting of goods and services by public bodies.

    A Ministry Paper was tabled in Parliament Tuesday afternoon outlining changes that have been made to the guidelines.

    The tabling of the Ministry paper by Finance Minister Audley Shaw come amidst swirling controversy surrounding recent findings by the Office if the Contractor General (OCG) into the affairs of the Jamaica Urban Transit Company (JUTC).

    The handbook has been amended to include fraud and corruption provisions to compliment those in the procurement regulations.

    In addition, the handbook will now cover the procurement of insurance as well as provisions for review by the Procurement Appeals Board.

    According to the Ministry Paper, provisions currently embodied in various internal circulations sent out by the Ministry of Finance have also been incorporated.

    The Ministry Paper also point out that the revised handbook will strengthen the system by improving transparency and uniformity in the procurement of goods and services.

    Prim Minister Bruce Golding has mandated a special joint select team to expedite efforts to place procurement regulations under the same requirements that govern the operation of the OCG.
