The Contractor General's Office (OCG) has issued a damming report into the granting of contracts by the state-run Jamaica Urban Transit Company (JUTC) during the tenure of late chairman Douglas Chambers.
The report highlights a range of procurement breaches.
Contractor General Greg Christie investigated the granting of contracts to an entity in which Mr. Chambers was a majority shareholder as well as to Cool Petroleum Limited, which supplied the JUTC with lubricants, diesel and fuels.
The report was tabled in Gorgon House Friday morning.
The Contractor General has concluded that under the chairmanship of the late chairman, there is evidence of breaches of the Government Procurement Procedures Handbook, the Contractor General's Act, the Public Bodies Management Act and the Corruption Prevention Act in the awarding of contracts by the JUTC.
DPP investigation
Among the things Mr. Christie said in his report is that the late Mr. Chambers benefitted personally from the irregular and improper award of contracts by the JUTC to Simber Production in which he was majority share holder.
According to the Contractor General, there is compelling evidence for the matter to be investigated by the Director of Public Prosecutions and the Corruption Prevention Commission.
Mr. Christie's report also indicated that there is prima facio evidence that Mr. Chambers and a senior executive, the current Head of the JUTC had willfully made false written declarations to the Contractor General in the bus company's quarterly report.
According to Mr. Christie, this is a criminal offence under the Contractor General's Act
