The story goes that gangs operating around UWI (August Town? Elletson Flats?Papine?) are demanding "protection money" from the University, which apparently had been paying this money out.

When you have a corrupt police force, institutions have to pay protection money since they can not rely on law enforcement. The gangs are embolden and have taken over the country.

Mi brethen continues to put aside money for gunmen, because him alone can not take on the gang in his area, and he has no confidence in the police.
