National development has been proposed to be a key goal by successive governments in independent Jamaica. It seems, though, that rural development in particular has been somewhat diffused in most proposals. True, there have been some trickle-down effects on rural development by national development efforts, but such effects have been very miniscule in relation to what is possible and necessary. The painful fact is that weak rural development has had an adverse effect on rural life and on rural education, which should be the centrepiece of development.
