    700 billion?
What's that as %of whatever...money in circulation? ...credit market? ...financial institutions? ...total US families assets? ...tax bill - income tax? ...property taxes? ...all taxes? ....'US economy'? ...whatever?

What is 700 million as it relates to strength of our financial institutions? What the hell is 700 million? ...as far as our USA is concerned a lot of money or a drop in the bucket...a great big help as things stand...or a cup of water on a raging 200 acre fire?

US GDP is about 14 trillion, so it is about 5% of GDP. Not totally overwhelming but not a dop in the bucket either.

The bigger problem is that you are starting from a position of already being 10trillion in debt and growing every day, so this quickly adds another 7 percent to that.

One good comparison is the Iraq war which has cost about 600 billion so far.

Another comparison is that it is equvalent to the cost of about 10 years of Obamas health care plan.
