    While China is most commonly known as a voracious consumer of energy with a spotty environmental record, the emerging industrial giant is quietly becoming a world leader in developing renewable energy sources and technology. With its energy needs growing exponentially and the price of oil near record highs, Beijing is using every possible means to eke out extra kilowatts--and this means not only cutting oil deals with rogue regimes and building nuclear reactors but also putting into place some of the most aggressive renewable-energy policies in the world. A new Renewable Energy Law took effect January 1, and the government announced a goal of having 10 percent of the country's gross energy consumption be renewable by 2020--a huge increase from the current 1 percent. Renewable energies such as wind, solar, and biofuels are expected to grow into a $100 billion market over the next 15 years in China, making it a global powerhouse in renewables. "China is rapidly moving into a world leadership position in the industry," says William Wallace, an adviser to the United Nations Development Program in Beijing. "The government knows the limited oil supply is a situation it needs to pay attention to, from both an energy security and a development point of view. Its goals for the next five and 15 years are very aggressive."

      You specialize in cherry picking quotes that suit your position ...from dubious sources that only you know their origin... post an entire article or at a minimum a link to the piece that you quote from... let's see the context ....that is if you are interested in credibility... which I suppose you are not.

      Again this discussion is about global leadership NOW ... not projections 15 years hence.

          it's about who is LEADING in implementation at the CURRENT time (not in future plans)... and who lags behind... should be a simple concept for you to grasp.. but I guess not.

            I see you are still on this 'lag behind' thing.. Why do you insist on using the word lag ??? After I have provided the definition of the word you still insist.. you must have a mental block.

            What evidence do you have to show that certain countries are lagging.. ?

            You must have some since you casually discard projections that demonstrate the opposite.. current acceleration and eventual overtaking.. in short term in certain cases...

              to lag means to be behind.. as the US and China currently are in this field.

                To lag does NOT mean to be behind.

                Educate yourself on the basics before attempting profundity..

                Lag implies something totally different from being behind.

                Since this is an Olympic year maybe it can be broken down into something that you can understand.... At any point during a 800 meter race, simply noting the POSITION of each athlete is not enough to determine comparitive performance.. some athletes will be 'lagging' others might be gaining and other will be keeping pace..

                Even you should be able to understand the concept and import of the different 'states'..

                    and therefore it is simplistic to approach where to seek a partner in advancement on Alternative Energy implementation and Policy simply based on the current state of implementation..

                    One would probably be advised to look where there is currently highest velocity both in terms of implementation, technology investment and aggressive policy..

                    But I am probably straying from the keep it simple theme.. don't want to lose you..

                      As to finding appropriate partners.. I already addressed this... see below. Don't think that the US should be ignored... just that there should be no automatic choice made in that country's favour.

                      Jamaica should look for the best expertise and the best deals on technology transfer.. whatever the source may be. Could be Europe, North America, South America or Asia.
                      Plus this is not just a tech issue.. we need assistance on appropriate public policy and consumer education to change wasteful lifestyles... the US is generally not good in that area.

                      Already we are looking to:

                      Europe - wind tech

                      Brazil - bio fuels

                      solar - ?? maybe Germany, Japan or California?
