    The official cost-sharing programme initiated in 1992 on an experimental basis and formalised a year after in which government and parents formally share the cost of financing education at the secondary level was abolished in September 2007. We all know how the matter became a key issue in the last general election and the uninformed talk, even confusion, about "free education" and "free tuition" that went on.

    The correct meanings of these terms were in the main never explained and discussed rationally. We had, for example, the school fees charged for defraying the cost of class materials, utilities, minor repairs to buildings and furniture, supplies to science laboratories and workshops, and book rental being defined as "tuition fees". This erroneous designation persists.
