Unlessthe there is a weighted average, and the 60 counts for a greater weighting, your observation is correct. If all 13 parishes other than Hanover tied for second the average would still not equal 40.

Something doesn't add up.

But the bigger picture is that not even 60% compliance is cause for shouting... accepting a 40% national compliance rate, all things being equal we should be collecting double the amount in taxes.
