Meanwhile, Mr. Shaw blasted the opposition for sending mixed messages on agreements reached at the on-going Vale Royal talks.
He accused the People's National Party (PNP) of agreeing to measures during discussions and then making contrary statements on the political platform.
"And I ask the question, why do we even bother to sit down with them and to have talks at Vale Royal? After we have talks with them they go on the platform and they say something completely different,"
"They go on the platform and they know that the price of food has gone up all over the world, they know that the price of oil has also gone up, they know that the price of fertilizer for our small farmers have gone up and it is not the fault of the JLP government," he said.
