    "Energy Minister Clive Mullings will not implement net metering unless the Jamaica Public Service Company (JPS) agrees with it as the method for customers to sell electricity to the National Grid. Government also has a concern given that it retains a 20 per cent stake in the monopoly light utility, added Mullings.

    Following public consultations, the ministry committee overseeing twin national energy and energy conservation green papers supports net metering, which allows customers to sell light to JPS at the same rate as they pay.

    Net metering will require government to change the terms of the JPS licence, says the Office of Utilities Regulations (OUR).
    Advocates of renewable energy, including the Jamaica Solar Energy Association (JSEA), maintain that net metering is needed to make the technologies economically viable."
