Matter yes. If the institution was not there and the products and professionals were not there then I could laugh at someone making such a statement. When you talk about finance/economic development and high technology, that is the Valley's domain. Do people usually most frequently refer to the particular institution? yes
In the states if you use the area instead of the institution, do industry people accept it? certainly.

If you don't know anyone who knows the Valley for its finance/economic development/venutre capital and high technology then you and them don't know anything about that area. It is not the first I have heard man referring to a group of economists from over there as Silicon Valley economists although nowadays the economists prefer to call themselves consultants because they working on actual problems now a days. Maybe for you guys who have no knowledge of that industry over there it sounds very funny.
