<SPAN class=news_body>The RJR News Centre was informed late Thursday night that Mr. Buchanan, who up to March this year was Minister of Water and Housing, has been asked to take up the post and will be sworn in soon.
The post of Development Minister has been vacant since Colin Campbell's resignation on Monday in the wake of the Trafigura Affair.
Mr. Buchanan, who is Member of Parliament for South West St. Elizabeth, was not included in the list of Government Ministers announced by <SPAN class=kLink style="FONT-WEIGHT: 400; FONT-SIZE: 10pt; COLOR: blue! important; FONT-FAMILY: Verdana,Arial; POSITION: relative">Prime </SPAN><SPAN class=kLink style="FONT-WEIGHT: 400; FONT-SIZE: 10pt; COLOR: blue! important; FONT-FAMILY: Verdana,Arial; POSITION: relative">Minister</SPAN> Portia Simpson-Miller following her swearing in on March 30.
Political observers had surmised that Mr. Buchanan was omitted from the Cabinet to allow him to focus on organising the People's National Party's (PNP) <SPAN class=kLink style="FONT-WEIGHT: 400; FONT-SIZE: 10pt; COLOR: blue! important; FONT-FAMILY: Verdana,Arial; POSITION: relative">campaign </SPAN><SPAN class=kLink style="FONT-WEIGHT: 400; FONT-SIZE: 10pt; COLOR: blue! important; FONT-FAMILY: Verdana,Arial; POSITION: relative">for</SPAN> the next General Election.

A PNP insider told RJR News that Mrs. Simpson-Miller has the power to appoint a General Secretary without an internal election.
