No it is not. If you are comparing uniform people fine but it is not accurate to compare thee civillians with only uniform officers, talk about the people in general. But the point we are all concerned about is 1500 or 2000 murders a year is way, way, waay too many a year for a small country like hours that is not faced with a civil war, in the traditional sense. And all we can talk about is locking off parties at 2:00 in the morning.
