<H5 style="MARGIN: 0in 0in 0pt">Trafigura Affair Raises Many Questions and Concerns<?xml:namespace prefix = o ns = "urn:schemas-microsoft-comfficeffice" /><o></o></H5><o></o>Recent events involving the deposit of $31 million dollars to an account called CCOC Association raises a number of important national questions that must be answered. <o></o><o></o>1. Why is the Petroleum Corporation of Jamaica and the Government of Jamaica doing business with a firm which has been convicted and fined millions in the ‘Oil For Food Scandal’ and some of whose executives have been charged with manslaughter following the dumping of toxic waste in Abijan?<o></o>2. Who is/was looking out for Jamaica’s interests in its dealing with this firm? What are the terms and conditions of that contract? How was it awarded? Why have no external audits been done over the last five years? How much money did Trafigura make on the contract vis a vis how much money Jamaica made? Why was the contract renewed annually and without tender for the last five years?<o></o>3. Based on the figures in the public domain, Trafigura’s deposit to CCOC Association was for a sum which was more than TWICE what Jamaica earned from the contract in the lift year to April 2006. Why was such a disproportionately large sum deposited in this obscure account at a time when the Trafigura contract was up for renewal?<o></o>4. If they are truly the
