The problem with this is 'governments' are not known to adapt to changing economic climates as smoothly and swiftly as private entities...and, the inflexible demand that after acquiring the entity from 'government' no deviation on the model to increase...say, among other things...what the new owners see as enhanced method/superior method/necessary new way of doing business/introduction of new mores...to increase productivity and or profitability...is a 'no-no'...removes some of the attractiveness to 'jump in'!
