Sure every economy is dependent on it so why then do certain countries allow gallons of precipitation to flow into sewers instead of utilising sistern technology? Do you know that each household and business place (depending on geography of course) could satisfy their water needs if they caught rainwater in sisterns? Of course the reason they do it is that as long as it is available and relatively cheap most people cannot be convinced to conserve on any commodity. So in that sense they are short-sighted.
