Are we talking about the world as a whole or specific economies in the world?

Ok, when you put it in that context I agree it is not "intelligent"
Of course the reason they do it is that as long as it is available and relatively cheap most people cannot be convinced to conserve on any commodity. So in that sense they are short-sighted.
