Cabinet on Tuesday looked at proposals for a review of the performance of the authorities.
Details of the review will be outlined on Wednesday morning.
While it was in Opposition, the Jamaica Labour Party (JLP) had pointed to the need for changes to the role and function of the regional authorities.
The Party said they were crippling the delivery of health care.
It however, insisted that it had no plans to scrap the system.
