No, it should not be an ISSA rule but you never see smoke without fire. Someone posted elsewhere that there is a reason why ISSA decided to officially ban the number. The reason was not stated. The post quoted an ISSA official who said that only two teams wanted it this year and that ISSA also asked the manufacturers of ISSA gears not to produce any #2 jersey. The sad thing is that it was reported one of the two players who wanted it was Shorty Malcolm nephew who wanted it as a tribute to his uncle, our #2 on the World Cup 98 team. Shorty must be turning in his grave.
The same type of thinking that created a problem cannot be used to solve the problem.
