I think simple actions are needed.
ISSA need to set up a committee that monitor all transfer of athletes.
They set citeria such as basic grades
and request a letter or document from parents or guardians for the reason for transfer.
Once a player has represented a school transfers have to go through this committee.
It should also be accompanied by approval from prinicipal and coaches of the school the student is requesting to leave.
The committee then weigh it and make the decision.
Another thing they could do is have D1 and D2 schools and allow transfers from D2 but not within D1 schools snce all the D1 schools would be considered to be elite schools in a particular sport.
