Don Garber been pushing, for over a year, for MLS to become a selling league, and it's being reported that the league has reduced their share of transfer fees, from 25% to 5%, to encourage teams to be more receptive to transfer offers.......The league made changes to homegrown transfers, over a year ago, where clubs would get 100% of that transfer fee.
