PROFLIGACY - Where Do They Get These Words?

OBSERVER reporter Livingston Scott, reporting on the Reggae Girlz' 2-0 win over the Bahamas in the U-20 CFU tournament qualifer:

"Coach of Jamaica's national Under-20 football team Xavier Gilbert, lamented his team's profligacy in front of goal despite their 2-0 win over the Bahamas here (Nassau) at the National Football Development Centre on Sunday......"

Where do they get these words? Did everyone in Jamaica go to Harvard?
This is a newspaper, not SCRABBLE.

Couldn't he use a term that is easier to understand, such as "inability to convert scoring chances?"
