2. Scandinavian leagues, mls, championship, Mexican league these are tier two
3. Npl, ELO, elo2 TNT etc are tier three
Thus a guy who fails* in tier three league should not get a chance to play on a national team above a guy who is successfully playing in a tier one or two pro league.

If he does mean "fails" then his thesis is even more nonsensical
If a player fails in a 3rd rate league there would be zero basis for that player to have any consideration for a national team.
Applying deductive reasoning (and assuming Snowigut is rational) including such a player on a ranking of hopefuls for national team selection...would be illogical.
But if he really meant "falls" that would make sense....even though his hierarchical selection model is fatally flawed anyway so the point is merely academic
