Have the 8 teams that fail to qualify for the playoffs, compete for the TOP spots in the MLS Allocation Order - which gives teams claim to top talent (usually international talent) wanting to enter/play in MLS. -

US will not change it because the amount one has to invest and build up support in these cities. Also playing in the summer is best when only baseball is mostly playing. You don't don't want to compete with football and basketball in December to March. Keep it as it is.

There is no question that relegation brings financial instability. At the same time, no one in american sports watches the bottom half of any table when their teams have been mathematically or practically eliminated from the playoffs. Just look around the MLB in September - Milwaukee (25 games outside 1st place in their division) - is 200K+ down in attendance since last year. They need to have some kind of cellar dweller competition. Not sure what that is, but it needs spicing up.
