where it said the JFF had a budget of 700 million for qualification. Now that's roughly 7 mil USD. That is a shoe string budget. Unless the coaching staff salary isn't included. I'm sure the US nor Mexico's budget isn't 7mil USD. It's now easy to se why some teams always show up at the WC.
The person that wrote the article was acting as if 7 mil was a lot to play home and away (a lot if you have an amateur team playing travel games).
To make the team cohesive and comfortable with all the right people (including a sports psychologist). I would say 14 mil USD. Ja would then be ready to win the group. Ja will struggle with a 7 mil budget.
