How do europeans measure football culture to say , a cayman or jamaica should not get a vote equal to theirs, is it stadiums built, international trophys won,money in leagues or fan support (club and country ) ,or who plays the game most in amatuer settings .

Based on who play the games the most per population, alot of smaller nations i believe in the third world has europe beat.
