    This time he argued that the voting arrangements in FIFA, where each of the 209 members have a single vote, were clearly ludicrous and should be changed. It is a point being made with increasing vociferousness in European circles. Many in Europe have never been happy with it. Sir Stanley Rous, the Englishman who presided over FIFA until 1974, was very uneasy about it. At the end of the second world war, Europe had over half the FIFA membership. By 1974 the post-colonial age had produced lots of newly independent countries and Europe's share of FIFA was less than a third. It is now around 25 percent. One member, one vote was the mechanism by which Europe lost control of the world body.

    He was also known for his avid support for the apartheid-era South African Football Association. South Africa had been admitted to FIFA in 1954, but expelled from the CAF in 1958. They were suspended from FIFA in 1961 after failing to fulfill an ultimatum regarding anti-discrimination rules. In 1963, they were readmitted to FIFA after Rous travelled to the country to “investigate” football in the country, concluding that the game could disappear in the country if they were not readmitted and after the South African Football Association proposed playing an all-white team for the 1966 finals and an all-black team in 1970. It turned out to be short-lived. At FIFA’s next annual congress, held in Tokyo just after the Olympic Games, a greater turnout of African and Asian representatives led to South Africa being suspended again. They were finally expelled from FIFA twelve years later.[citation needed] Rous, however, continued to press for them to be readmitted, to the point that he was prepared to establish a Southern African confederation so that South Africa and Rhodesia (who were themselves expelled in 1970) could compete.[citation needed] Rous was forced to back down after CAF members made it clear that they would all withdraw from FIFA at the 1966 FIFA congress in London.[citation needed]

Sheesh– that’s the kind of thing you would expect an old British soldier with a colonial hangover to say while sitting around sharing a few drinks with his mates, right? So when Stanley Rous – an old British soldier with a colonial hangover, if ever there was one - said as much a few months after his beloved England had lifted the Jules Rimet trophy, it wasn’t much of a surprise. In the grand scheme of things, it really shouldn’t have mattered all that much.

          Every member of FIFA should have a vote for the host nation, and not a vote by the so-called corruptible executive committee. I believe the host of the Olympics is chosen by this method.

                            Each confederation could have the vote. So, within the confederation, maybe you could have one country one vote. But at the FIFA Congress, each confederation has equal voice. Even Oceania!
