Well, depends on your perspective. According to reports, Webb is charged with 17 counts of fraud, racketeering, money laundering etc, while Warner was is charged with 7 counts. For how they speak badly about Warner, you would think he would have the greater amount of charges. I had never heard of Webb before he replaced Warner.
