When going after an "organized criminal enterprise", by U.S. authorities, it is the norm to first go after the "underlings", who are more likely to accept plea bargains for information & evidence to go after and build a case against those at the top/in charge.......The authorities already got guilty pleas from 4, including Chuck Glazer, and that usually suggests that plea bargains were offered & accepted for cooperation with the on-going investigation........Blatter was obviously aware that something was happening, because he was reluctant to visit the U.S. this year, as he couldn't get assurances that he wouldn't be arrested upon arrival.
