It was an educated guess. I know England took a while to start using those cards, so it wouldn't be 1966. English refs were "booking" players long after the card system became popular around the world. (Booking meant just recording the name of the offender in their little book.)
1974 is my first memory of a World Cup competition and about the same year I started playing some organised football. I do believe that cards were already in vogue in Jamaica, so that eliminated that year. So, by a process of elimination, 1970 would have to be the year.
