ZURICH—Four years after awarding hosting rights for the 2022 World Cup to Qatar, soccer’s world governing body took the unprecedented step of formally shifting the tournament to the end of the year, with the final to be played on Dec. 18.
FIFA has yet to make an official announcement, but a person with knowledge of the executive committee’s decision on Thursday confirmed the date. The person also said that it would be a shorter-than-usual 28-day tournament, putting the expected start of the World Cup on Nov. 21.
