Would he be eligible to play for Jamaica?

Robbie Earl qualified to play for Jamaica through his parents who were born there. FIFA grand-parent rule would make the young man eligible, if he has not yet played for another country.

What about the fact that his parent was Jamaican?

That too. In tbe process of becoming a Reggae Boy, Earl exercised his right to be a Jamaican citizen. His son therefore should have no problem with playing for Jamaica if called and he has the desire to play for us.

Despite famous father, Otis Earle stock rising from obscurity

Otis Earle’s bio on the UC Riverside athletics site is an exercise in understatement.

The Highlanders left back’s 2014 season is summed up with an ellipsis, as is his high school career. His "Personal" section is almost entirely bare, except for two sentences.

"Otis J. Earle is the son of Robert and Sandra Earle. His father played soccer professionally in the English Premiere (sic) League."

Robert is, of course, none other than NBC broadcaster Robbie Earle, who played 18 seasons in the English top flight and went to the World Cup with Jamaica.

There was a clause in the constitution that if you received Jamaican citizenship from your parent then it does not pass to your children. However it appears that the clause was changed when they allowed citizenship to pass from grandparent to grandchild.

This website clearly states that citizenship passes to such children at birth.

                b. He or she was born outside of Jamaica after the 5th August 1962 whose mother/father at that date of his/her birth is/was a citizen of Jamaica by birth, descent or registration by virtue of marriage to a Jamaican

I see where the constitution was changed in 1999
