Why if the TEAMs in the same group decide each runners-up position was it not just given to the TEAM that came 2nd...was the runners-up in the GROUP PLAY?

Coming in RUNNERS-UP (2nd) in a GROUP and then having to play off with the 3rd placed TEAM for...RUNNERS-UP position (position already attained) seem F!@#$%$#@!ked up!!!!

perhaps it is merely for placings of 3rd and 4th? ...based on some regulation or rule we are not privy to????
