That is totally untrue, historical cost can have serious and significant impact on future cost. Historical cost offers us a glimpse, actually more than a glimpse, a window, better yet a Star Trek beam tool to the past to see cost of similar items, processes in the past and helps us plan for the future, actually some people even call that base lining, benchmarking, a novel concept here it seems. In the same way with football we can see what teams in the past have done and how they did it playing against an opposition with strong traditions in their style of play.
