Because Europe is not underperforming relative to CONCACAF, Africa and Asia are.

First CONCACAF should push for the .5 from Asia. If CAF flops once again next World cup and CONCACAF outperforms, then they or someone else can make a move for one of the CAF slots.

Why you so focused on Caf, let the numbers be your guide. Actually two african teams advanced out of five, Algeria and Nigeria, and please don't bother with the race argument of Algeria not African, they qualified out of Caf against all the african teams.

          Here are the stats.
Europe 13 qualifiers and six go through to second round that is 46%
Africa five qualifiers two go through that is 40%.
Concacaf four qualify, three go through, absolutely incredible that is 75%
South America six qualify and five go through that is 84%, phenomenal!
Asia four qualify and zero go through zero percent.

Seems it is Asia that need to lose spots and Europe as well as they have too many spots in the tournament. South America and Concacaf should pick up spots at expense of Europe and Asia.

CAF will get a pass for now. Asia is the obvious federation with a crosshairs on their back.

However I think people now finally realize that the African teams are more of a cameo performance than a starring role the World Cup. Enter early, generate nuff excitement and buzz with some dazzling highlights, then flame out.
