    Wigan Athletic chairman Dave Whelan has stepped up his opposition to the Premier League's handling of the Carlos Tevez affair by calling for the resignation of chief executive Richard Scudamore and chairman Dave Richards.

    The Latics chief has written to the pair questioning their decision not to follow the independent commission's recommendation to cancel Tevez's registration after West Ham were found guilty of breaching league rules over the third-party ownership of players.

    Tevez was allowed to continue playing after the April 27 hearing and the Argentina striker scored twice in a 3-0 win over Wigan and also the winner in the final day victory over Manchester United which ultimately kept the Hammers in the top-flight at the expense of Sheffield United.

    In a letter copied to the 19 other Premiership clubs and published in the Daily Mail, Whelan claimed: "The judgement given by the independent panel ordered that the registration of Tevez could be terminated by the Premier League.

    "You then proceeded to hold a board meeting by telephone between yourself, the chairman and the secretary.

    "I am appalled that the chairman would allow such an important decision to be made on the basis of a telephone call.

    "Surely a decision of this magnitude required an open and full discussion.
    "You had been ordered by the chairman of the commission to seriously consider the termination of this contract.

    "Your failure to do so in my mind is a dereliction of duties of both the chairman and yourself and you should consider resigning."
