    BURRELL... No sport can improve without significant attention to the knowledge base of coaches


    PRESIDENT of the Jamaica Football Federation (JFF) Captain Horace Burrell is urging coaches across the island to get certified or leave the sidelines. Burrell made his comments while speaking at a recent coach's graduation forum at the offices of the JFF.

    The JFF boss outlined that the board of directors at the JFF at their last meeting mandated that effective September 1, 2014 all coaches must be in possession of a JFF coach's licence in order to perform coaching duties in all preparatory and primary schools, parish leagues, Inter-Col and Women's League.

    "All head coaches and assistant coaches must possess a JFF Level one certification or its equivalent," he said.

    He went on to state that all head and assistant coaches at the Premier League and high school levels must possess a JFF Advance Level two certification in order to continue their duties.

    The licensing period runs from September 2014 to August 31 2016, and will be renewable every two years.

    "Before the licence can be renewed all coaches will be required to do eight hours of refresher courses per year beginning 2014. At least four hours must be JFF conductor course," said the man in charge.

    The coaches will be required to pay a registration fee of $5,000 within a certain time span in order to maintain a smooth transition. This includes the already 600 certified coaches.

    The registration process for the 600 coaches already certified, has already started and ends on March 31, 2014. The registration period for additional coaches who will be trained in February and August 2014, will be advised at a later date.

    The president in congratulating the graduates reminded them that in order to teach a sport you first have to learn it.

    "No sport can improve without significant attention to the knowledge base of coaches, and you coaches will have to impart your knowledge to the players who are under your command."

    "Today I really want all of you to understand that you are graduating as qualified coaches because of the role played by Professor Morrison in inviting the JFF to partner with his noble institution," he added.

    The Jamaica Football Federation (JFF), University of Technology (UTech) and Jamaica Money Market Brokers' Joan Duncan Foundation, initiated a coaching school programme which has so far seen some 500 coaches being certified since its inception in 2009. Last year's programme started with

      Are all the associations affiliated with the JFF?
      If so...impractical but noble ideal. If not...cannot be enforced.

      Can he really do this?
      ...and from the schools perspective -
      a) There is already knowledge on outcomes - Everyone knows that is, POOR!

      b) Following on there is knowledge that there is, ROOM FOR IMPROVED OUTCOMES!

      c) The JFF is poorly run organization!

      d) Following on the conclusion can be drawn that the JFF just do not have the 'tools' to implement or to lead on journey to IMPROVED OUTCOMES!

      e) So there should 'we' (the schools) find solution(s)?

        I was wondering myself. Does the JFF has so much power?

          Do not know. ...it could be that all the school associations are affiliated with JFF. ...but is it smart for the JFF to lay down such a law?

          - Is it to the benefit of each school that i) Volunteer coaches are dispensed with or are there in each school's geographic area 'trained' coaches who can satisfy need? ii) The 'trained' coaches fit perfectly in-line with the school's aim of developing the child to fullest desired potential (Hey...there is a report somewhere which claims some schools' aim are being subverted and criminal are being 'churned out'...or some such thing. We do not desire that for our kids do we? ...neither do we desire less than 'correct' moral mores being inculcated by our 'teacher-coaches'. ...right?).

          Guess there are a host of questions that would suggest the JFF works with the schools on increasing numbers of employable coaches and stated aim of all schools eventually having 'properly qualified teacher/coaches' of football...right?

          ...and would it be, in the present environment, smart to allow room for flexibility where person assigned to teach-coach football be left in the hands of school educator-administrators? What happens in a situation where any one or more schools cannot contract one of the 'trained' JFF approved teacher-coaches to fill the vacancy at the school? No football coaching/training? ...but let us look at the everyday school/administrator's nightmare - The 'trained-coach' falls indisposed - illness, personal obligation...etc., etc? What then? ...or the school must have on staff 3, 4 or 5 coaches and others on call such if...???????

          I do not know how that would work...or if the JFF looks at it on the same plain as say, an oversight body sharing the managing of the school with the school board, Ministry of Education, etc? ...just saying that 'beating chest' and attempting (cannot be enforced this nonsense call) bullying is never a good thing...but then that is just me.

            JFF has oversight of all football. at the parish level it must be associated with the parish FA's and those are affiliated to the jff, jff with CFU, CFU with CONCACAF and CONCACAF with FIFA and all of those constitutions flow upward int FIFA.

            manning and dacosta cup are run by ISSAand JISA and I am not sure how that relationship works (if it does) because that would be the only loophole where jf cannot mandate anything to the schools

              ..but Gamma what do you say on the matter of whether or not local GOJ laws governing administration of schools over-ride or are subjugated to regulations of the JFF or bodies (international bodies) to which the JFF is affiliated?

              Yuh can jus chat dat likle tink deh han has fur has such inter-related matta dem (GOJ laws & JFF/CFU/CONCACAF?FIFA) hintah-seck? Tell wi di 'ole sinting nuh man?

                it's simple Karl. FIFA rules are above local law, so if local law steps in, FIFA steps out.

                  How can coaches actually afford to pay for these just okay courses and then again 2 years later. Where in CONCACAF does this happen? I've done football education for years. For Jamaica it simply needs to be free courses. The level of courses are simply not affordable and not of great value. Others will argue this but the JFF has level 1 designed and in writing and they bring in outsiders to do level 2 and call it a JFF course. I'd like to see the written course work. It could be so much better for everyone. Better structure course and a fee that might just cover everything but salaries. The entire JFF needs structuring and changes that will help both womens and men's football development. Just ask those who have taken there courses. Level 1 is very very basic. Level two is ???? The below is their structure and there has never been a level 3 course.
