What Does Burrell & The JFF Want???

I'm seeing articles posted outlining what Winnie wants to do & his vision, and that is good, BUT I'm more interested in what Burrell & the JFF want to do & their vision. The JFF/ Burrell is in charge of guiding Jamaica's football & therefore hires & fires the "Winnies", so I would like to hear what are their plans. Are they finally going to develop & implement an effective & efficient Comprehensive National Football Program???
