You advocate an approach that has failed consistently. That is generally not a sensible position.
Your preferred approach has failed consistently to achieve the myopic, short term goal of World Cup qualification and failed spectacularly at the required long-term, grassroots development at home.... incidentally this is the ONLY way Jamaican football can progress.
In fact that foreign-centric approach has actually retarded local development by denying international exposure to local players. A situation which enables the naive to state that local players are "not ready" or "not good enough"....without any critical analysis as to "why".
Of course they are not good enough at the moment...by design they have been denied the opportunity to improve. The ONLY way players will have a chance to improve or gems in the rough found is if they're allowed to FAIL or SUCCEED over a protracted period.
Unfortunately Jamaicans are so myopic and lickylicky that we demand instant results....knowing that the English conveyor belt of journeymen ballers has an inexhaustible supply of cloddish warrior-types with a tennis-type skill set and a high tolerance for snow.....not to mention a complete unfamiliarity with Jamaican or CONCACAF ball. This is the recipe for the disaster we have seen.

Maybe if Jamaica was able to maintain a Higher ranking (without 'imports') they would be able to attract the highest rated Diaspora players..
Jamaica does not have a problem developing local competence because of dipping into the Diaspora pool.. if there was Zero Diaspora pool, the standard of local play would be just as it is... poor...
The Diaspora is just an easy target for the critics and crab in a barrel xenophobes disappointed with the failure of local development..

Jamaica's core problem as I have stated repeatedly is a failure to build an effective youth system at club and national levels 8-18 y.o. This has meant that Jamaica's football has not progressed meaningfully since 1998.
Jamaica has managed to paper over that huge development crack and remain occasionally competitive with the leading CONCACAF teams by importing players...many of whom have never previously visited the country and much more....never played there. This has become Jamaica's default development "strategy". It is clearly a failure. Unfortunately Jamaica measures "football development" as identical to "World Cup qualification" ...this is a critical failure of vision. WC qualification should be a PRODUCT of development. So we as usual place the cart before the horse
This foreign cohort because of the very limited time element demonstrably CANNOT create a consistently cohesive TEAM even if the talent/experience level is superior to local players and may even be sufficient to be in the top 3-4 regional teams (given time)....we don't have the time with that group to gell nor are they exceptional players who can make an instant impact.
So what we have is the worst of 2 worlds..... negative local development and negative WC qualification. That script should be flipped to de-emphasize the hurry-come-up goal of WC qualification via the ersatz foreign team route and emphasize local development and local players as the core of the team....even if it means not qualifying for the next WC. We are "not qualifying" anyway....and to add salt to the wound...also not exposing many local players to higher level play
When the local core is exposed internationally over 2 years or so then any holes can be filled with foreign players who declare early and show commitment....that's the lesson of 1998 which Jamaica has ignored. That nonsensical rush to import players at the last minute....that's just beyond comical as a method to build a team
