There was no money disbursed but work has already started and this speaks volumes about the people involved," said Taylor, adding that "I have seen where they have put down foundation and steel for a kitchen area. There is also another building which they have continued work on. Yet another building is looking much better now due to painting and so forth. I am happy with the improvement that has taken place."
Taylor, who left the island yesterday, said, in addition to inspecting the site, he came to ensure that the contracts are signed so that the money from FIFA can be turned over to further construction.
"I came to see what was happening and to get the contracts signed," he explained.
"We are supposed to have four copies. When all the copies have been signed and okayed by the FIFA general secretary, the disbursement of the funds should begin soon after," Taylor added.
Taylor, a Trinidadian, was so impressed with the work and location of the academy that he believes it could be a model for other such academies throughout the region.
"It is an excellent project. It is something that will benefit Jamaica's football development and I think it should be done as soon as possible.
"I am happy with the location. It is away from the maddening crowd and distraction of the city, which is how I believe it should be. It is excellent and as a matter of fact I have said to another federation that they should follow the Jamaican example and take it out of the city," said Taylor, giving his full endorsement.
Questioned about the opposition to the location of the academy, which was originally planned for the heavily populated and commercial area of Portmore, Taylor said: "There will always be the situation that when you are doing what you are doing others will say that they can do it better."
