Sure the World Cup should be spread around. However, to be fair to England, I will share this recollection. During the selection process for WC 2006, FIFA it was understood to be a European Cup. England was the early front runner. However, Germany overtook them and won. In the end, the Germans and many other Europeans promised England, publicly, that England would have their strong support for the next Euro eligible WC, which would not be in 2010. As they say, "A promise is a comfort to a fool."
