    No.

Should Ghana change its national motto to "Gyan To Take The Penalty.....He Shoots, HE SUCKS!" ?

not unless it went it. It should be a penalty and a suspensions. If the penalty is score it becomes a mute point.

...sounds like a good reason for the proponents of technology in the game ...

Example: lets say the ball hit the defensive player on the chest while standing on the goal line...the ref blows for hand ball...

an intentional handball on the goal line should result in a penalty where that person is place in goal to defend a penalty shot.. one caveat, he cannot use his hands..

I like the idea... my take is the deliberate handball on the line (between the posts) should result in a goal awarded. The problem is deciding what is deliberate... that's why it is also imperative that FIFA move from the dark ages into the 21st century and use available technology to assist the referees.

+1. Deliberate intentional handball on the goalline should count as an automatic goal. By awarding a penalty after a deliberate hand ball on a goalbound shot, the referee is actually giving the opposing team a 50/50 opportunity to get back into tha game. We saw how Suarez turned from villain to hero at the 2010 WC.

That should never be acceptable in present day football.
