The Public Health system in Jamaica is surely slipping...
When I was a little whippersnapper growing up in Jamaica--it was customary to see men with spray pump containing malathion (an insecticide) spraying areas that breeds mosquito. I guess this basic mosquito prevention does not take place anymore.
The Jamaican government it seems places more emphasis on issues like paying for high priced football coach --than concentrating on basic public health care.
I don't think tourist will be interested to come to the Island because the Reggae BoyZ qualified for the World Cup football knowing the mosquito borne disease could be present. This is part of the government rationale for investing in football. Also, just look, football has to be suspended because of a poorly run health care system .(Government included).
