Haiti is a desolate place under normal conditions. I took a side trip from the DR to a rural village a few years ago, and a lot of the people look liked their were on the edge of starvation with bloated stomachs, awful looking skin, and appeared emaciated & destitute. There was a brown filthy stream where people would bathe & wash their clothes & adequate water & sewer facilities appeared non-existent. Many people have never been vaccinated and so diseases like polio are common. The place was hot & dry and there were a few trees due to massive deforestation & when it rains significant flooding occurs. On the return trip to the DR the van was sprayed with disinfectant by the border guards!
