Argentina's players and coach Diego Maradona have been heavily criticised, despite qualifying for the World Cup this week.
Manchester City forward Tevéz said: "When I play for Argentina I spend more time suffering than enjoying myself. The fans insulted us, the journalists criticised everything... I'm tired of all that.
"Sometimes I think about quitting the national team. Why should I come to Argentina and have a bad time?"
Brazil stayed top of the latest world rankings published by Fifa. European champions Spain remained second, followed by Holland. World champions Italy are fourth. England are seventh.
The seeded teams for the play-offs that will decide the final four European nations going to next year's tournament in South Africa are France, Portugal, Russia and Greece.
France moved up a place to No 9, Portugal climbed seven spots to No 10, Russia dropped six places to No 12, while Greece are ranked No 16.
They will be drawn against four non-seeded teams, Ukraine, the Republic of Ireland, Bosnia and Slovenia.
The play-off draw will be made on Monday at Fifa headquarters in Zurich. The home-and-away matches are on Nov 15 and 18.
