The "great" players always have delivered at the highest levels. As you said, Portugal have the talent to win a WC, if Ronaldo can get them there, he will have a rightful claim to be included in that Pantheon. Until then, he will be another great club baller, but not in the same league as Pele, the Real Ronaldo, Zidane or Maradonna who are widely recognised as the greatest to have played the game.
