    <P class=StoryText align=justify>A multi-purpose sports complex, which will directly benefit youth and elderly residents, was handed over to the community of Portmore at a ceremony yesterday.<P class=StoryText align=justify>The Portmore Park/West Bank Multi-purpose Sports Complex was funded by the European Commission at a cost of $12 million under the Poverty Reduction Programme through the Jamaica Social Investment Fund (JSIF).
    Among the features of the attractive sports complex are a multi-purpose court, a mini football field and a mini events area and a storage facility.<P class=StoryText align=justify>Head of delegation of the European Commission to Jamaica, Gerd Jarchow noted that the sports complex is intended to encourage social activities between the communities of Portmore Park and West Bank.
    The complex, Mr Jarchow said, will provide an environment for youth to interact and a channel for their energy.
    "This we hope will get them off the streets and into more meaningful activities," he said.<P class=StoryText align=justify>Through the use of the community-based Contracting Approach, community members were integrally involved in the execution of the project.
    This is the main plank of the European Commission's approach to poverty eradication.<P class=StoryText align=justify>Members of the Portmore Park Citizen's Association Benevolent Society managed and provided labour for the project. Through their efforts, community members contributed 26% of the cost of the project.
    Community members worked on the project formulation, establishing the connection to the public service main, arranging the funding of the multi-purpose court, storage of materials and organising the lease for the land.<P class=StoryText align=justify>This project is one of several funded by the European Commission through the Poverty Reduction Programme to empower communities in their efforts to eliminate poverty. Poverty eradication is a fundamental objective of the European Union's approach to development cooperation.
    Communities receiving grant funding are required to invest their own resources into a project.<P class=StoryText align=justify>This provides an opportunity for communities to claim ownership of the project and increases the chance of successful implementation, maintenance and sustainability.<P class=StoryText align=justify>
