Ok, take a look at this graph of the Jamaican football FIFA rankings from about 1993 to 2008. You can draw your own conclusion about why our ranking fell so dramatically.
Anyway, the main reasons were not making it to the final rounds of the last World Cup qualification and especially for not advancing in the Caribbean cup and not making the Goal Cup.
