Captain Burrell's plans to build a 10,000 seat stadium in each parish is too ambitions. Instead of spending money on unfilled seats, I say START FROM THE GROUND, UP.
First Phase: One 5,000 seat stadium WITH A Weatherproof, FIRST-CLASS ARTIFICIAL SURFACE IN EACH CONFEDERATION:
Stadium East, Drax Hall, Prison Oval or Greater Portmore Sports Complex,
Eleston Wakefield.
Second Phase : Build one 5,000 seat stadium with artificial surface in the other parishes.
Third Phase: If the locals demonstrate the need, expand the existing stadiums.
