This is deeper than JADCO and her beef,until we realise two things 1 we havent the funding and two even with the funding it wouldnt be good enough for outside interest we will always be behind the curve.

What she states isnt a revelation , some in the media has made said claims ,a testing rep on TVJ already stated they are under funded and lacking certain tools,none of this Shirley mentions as an ex head,her impression is all was in place except her expert organizational skills .and all around her were incompetent in setting up shop.

Again , the realistic solution is to appeal for outside help but i must say with restrictions,leave our kids alone.Test the pros.
