I think those who decided on this rule overlooked the fact that on rare occasions a runner gets into the set position and is uncomfortable and knows that makes for a poor start...twitches to...involuntarily tries to find that comfortable position - position for 'best start'.
Sometimes the runner can hold up a hand at others there is this 'certainty' that the gun shall go and in the 'old days' you could step out of the blocks for another go round without danger of being disqualified.
Today if you are 'just not right' in the blocks - uncomfortable...you are condemned to a slow start or you'rrrrrrrrrrrrre out! Tough.
